Abu Dhabi's Government Digital Strategy commits to becoming the world's first fully AI-native government by 2027 — deploying 200+ AI solutions, autonomous execution (AutoGov), and a 100% sovereign-cloud foundation. For the first time, artificial intelligence will decompose strategy into the initiatives that AI agents execute. The UAE, Saudi Arabia, Singapore and others are racing the same way.
The trust gap autonomous government creates
When an AI breaks a strategic objective into a set of initiatives, one question decides whether a government can act autonomously and safely: is this decomposition sufficient to achieve the objective — with no gap, no contradiction, and no wasted budget — and how confident are we?
Today, AI planners and strategy tools generate plans; a human is the verifier. And the same AI that proposed a plan cannot credibly certify its own plan — the principle that makes independent audit mandatory in finance, now being written into AI law (EU AI Act Article 43 third-party conformity; ISO/IEC 42001 and 42006 accredited AI auditors).
